do the off road design heavy duty shackles lift the rear at all? and if they do is it noticeable?

I think they are 1/2" longer than stock, so that would lift you blazer about 1/4".

If they're longer, wouldn't that actually lower the vehicle? That is, unless you have a flip installed... I was looking at mine the other day and wondering about this too.

yes, with a stock style shackle, longer = lower. Post-flip, longer = higher.
