Paint/rust/undercoat

I cleaned up the underneath of my blazer then i want to rustproof it. I want to scuff up for adhesion the surface rust and good paint so i can put on one of the rust products like rust bullet, eastwood chassis black primer then undercoat. Its getting colder outside where most of work being done. Will the cold weather cause adhesive problems? Going to use a brush for paint and spray for undercoat. What problems would i run into?
 
paint is supposed to applied at at least 50. Under that it takes a VERY long time to dry and cure fully.

keep in mind, that substrate temp is as, or more important than air temp.... when i paint a car this time of year, i nuke the garage the whole night before to get the sheetmetal nice and warm.. then turn the heat off the next morn and paint...

so if you can beg or borrow an indoor spot to heat, do it...
