Painting chrome

So I have this middle piece that is chrome on my bumper and I want it black to match the other sides. GM does offer the piece in black but it's 350 bucks even with my employee discount... Basically what I'm asking is can this be done? I was told it wouldn't work but I don't see why not if you scuff it up good.

I'm not an expert, but since no one else has replied my experience in painting chrome was just so-so. I painted some chrome on a motorcycle several years ago. I sanded the surface to scuff it and painted it with automotive primer, followed with enamel. It looked good, but was easy to chip off. Since then I have wondered if the self etching primers would be any better. I'm not much help since I'm sure the products have improved greatly since then.
