Parting a 90' Chevy 2500LD Silverado Ex-Cab SB 4x4. Runs but seems to have a broken crank or rod . Good interior,but dirty.

What kind of condition is the steering wheel in? It looks dirty but will it clean up? Any tears, or is it real worn? Thanks.
