PCV valve on left side?

87 K5, on the driver side valve cover there is a rubber grommet and a stiff hose coming from the back of the TBI sitting there taped off. Does it just stick into the hole and any idea on why it is taped off and not in there?

on a factory tbi setup, the pcv goes to the passenger side vavle cover. the drivers side has a stiff plastic pipe that goes to the spacer between the tbi and air cleaner housing.

Thats what I have, does the pipe just stick into the grommet and any idea why the pipe was taped off? Must be a reason why they didn't have it in the grommet????
