Pitman shaft seals help quick

I just replaced the seals for the pitman shaft. There is a little bit of slop between the washers and the seals. My question is when the pressure come up will it push the seals down and take up the slop, or should I try and tap the inner seal down a little bit to fit them together, or does it matter?
 
I don't know if the pressure moves the seals or not, but so far it doesn't leak. I just drove it around the block after I bled it.:D
