Plastic residue stuck on carpet

The previous owner replaced the carpet some time ago. There is plastic stuff stuck to the carpet. Almost as if suran wrap were glued to the carpet. Ive gotten alot of it off, I was thinking about using Oops, or Goo be gone for the rest. Does new carpet come with plastic adhered to it?

I used brake cleaner and it comes right OFF with a metal scraper for dry wall.
