Possible fuse or maybe a ground issue

On my 83 c10, my phone was about to die so I plugged in the car charger, and it wasnt quite making signal, and i heard the good ol "pop" and figured I just blew a fuse. At the same time my clock stopped working, as did my dome light (take in mind my clocks always been half in/half out) but dome was always reliable. I still need to check the power to the dome light but I assume its dead from the same issue.

Is there a fusable link that would kill all these? They are all from the accessory fuse on the panel and dont know where i should check since no fuse is blown, and I checked everyone that might have a connection to the cig lighter.
 
Don't know about the clock, but the Cig and under dash dome light wires run together back to the panel. Might be something pinched both. Also, check the fuse with another fuse just to be sure. It might look good, but actually is bad. Also, with a multimeter, check the incoming power to the panel through the questionable fuse opening. Then check the outgoing side of the fuse...to the end of the wire at the Cig/ dome and see if there is continuity.

Have you physically pulled and checked the fuse with a DVOM to make sure there is continuity through the fuse? I've seen fuses blow where you can't tell just looking at them. Doesn't 83 still use the glass BUSS fuses?
 
83 is not glass fuses, its the plastic blade fuse style. I used a test light on the ends to check the fuses. It was dark when I finally had a second to start looking under the dash for the wires tonight, but I am going to try to do more searching tomorrow. I think its weird all 3 would fail at once. I think it just plugs into the fuse panel rather than be completely fused, and no, no coins in the lighter assembly. The diagram below is pretty close to my setup.

Turns out the cig lighter, interior lights, and the horn itself is from the horn fuse. I didn't check it last time thinking horn was for the horn only. My constant on is taken from the power side of that fuse using a proper tap, would that hurt anything? Guess I didn't notice the horn wasn't working because nobodys pulled out in front of me in the last couple days lol.

wasn't sure if the horn was connected, I don't have my factory fuse panel anymore, but thought they were all off the same leg.
