Powder coat or paint and why?

Plain old rustoleum hammer paint in quarts.... brush it on or thin it and spray it..

good enough for my old junk thats gonna get scratched up anyway...

I'd sand blast,prime,and spray the Duplicolor bedliner on it. You want texture,durability,and easy touch up? There ya go! I did this on a ladder rack ten years ago and it looks good enough I haven't considered it needing touch-up. I could make it look like the day I did it by simply spraying it again
