Is there anyway to get it down without power? IE use a BFH to hit the regulator into the down position. I need to replace the vent window which was broken by thriefs but the main window is stuck in the up position.

open up the door panel and take the regulator off. I wouldn't recommend a bfh anywhere around the window.
Is it "stuck" as it is, or are you saying there is no power to run the window?
All you need is + - 12V and it will go down, if they are on the right terminals of the switch. If it's stuck up and has power, pull the panel and see why.
