there is a spot machined in the housing for what looks like o-rings, do they need to be there?
 
No, they can be used to reduce the leakage between the block and the lower housing, but they are not usually necessary as this is an internal leak and only matters if its excessive enough to drop the oil pressure.

Also, in order to use them, the block needs to be chamfered there, or they will just tear when you install it, and it's very difficult to chamfer the lower boss in the block that is blocked by the upper one, certainly not something anyone is doing with the block assembled, and I wouldn't do it unless the block doesn't have any freeze or oil plugs installed yet and it is thoroughly cleaned inside and out after.
