propane heater ?s

I have a propane heater that I use in my garage, its a torpedo style heater, in the past it has worked well. The last couple of years the efficiency has gone way down. Is there a way to fix this? Also it didn't use to stink as bad as it does now. I have a 100 lbs propane bottle that I use it with. I have heard that propane goes bad over time I garuntee that this bottle has never completely emptied itself. Do I need to open the valve and let it empty itself completely?

Thanks guys its getting cold and its gonna be the first of the year before I insulate the roof and get the electric furnace working.
