pulled out governor

Ok, so i got the governor out and it was in fine condition, but when i was putting it back in, it seemed like it went in further than it was when i pulled it out. it seems to be shifting gears better know. When i baught the truck the guy said it recently had transmision work done on it. now is it possible that the governor can slip out itself, or do you think it would just be the person who worked on it didnt push it in far enough.

The top of the governor actually rides on the cap, so for it to move means that the cap wasn't fully inserted.
