Q-jet electric Choke setting

When setting the choke as the rebuild kit says....Turn counter clockwise until choke plate close then turn clockwise until the plate move 1/16 off the back of the air horn. When setting to this setting it seems as if there is to much spring tension when I mechanicly relase the choke. The reason I say this is because it appears to lock out the secondary's, because the spring tention holds the lever up just enough where the secondary pin does not clear it. If I set the choke with less tension the secondarys open correctly however I do not know how the choke will work under cold conditions.

any help is appreciated.
 
I don't think the vac. secondary's are supposed to open under cold operating conditions.....not in the best interest of the engine. Set the choke (cold) so that the choke blade just closes fully. within a couple minutes it should start opening up, and be fully open by the time the temp gauge starts to move up.
