What is this and what do I connect it to? It is the diaphragm looking thing in the middle of the picture.

Also is there a special electrical connector that goes to the electric choke? And where can I get one?

The vacuum can rearward of the choke is connected to a vacuum port on the back, low on the carb. Ill look around for Roes book for the name but it locks out th secondary air valve and something with choke. Pick and pull junkyard would be my best guess for the choke but modifying a crimp on terminal could work short term.
 
Went and looked at my quad, its connected to a manifold(below throttle plate). Mine are from a tube directly to the pass. side of brake booster.
 
You want manifold vacuum on that. Keeps your secondaries from opening too quickly, and from "fluttering" as engine demand changes rapidly.

Wrecking yard should have plenty of those connectors, which I assume will lock.
 
I have been getting some flack from another site not know what to do about the carb, I was told
"The main break and linkage isn't even installed on the carb"

What is the main break and linkage and can someone post a picture of what this side of the carb is "supposed" to look like to I can try to learn how this carb works and what I am missing.

GM had so many setups, and the possibility of monkeying with the carbs is so great, it's pretty hard to know how it SHOULD look. Have you deceiphered the stamped number on the drivers side of the carb? Starts with "17" or "7". Plenty of decoders out there to tell you original application for the carb.

looking closer at the pics, it DOES look like something is weird around the choke. What is that thing blocking the lower bolt on the vacuum cannister mount? It looks like you could fit your finger in it! Any time I've seen anything mounted to the choke via that break, it has a simple slot/rod setup, identical to how the vacuum can is connected to the secondary air valve linkage in your photos.

It does look like something is also missing on the passenger side front of the carb, witness the two empty bolt holes. Like I said, there are so many variations, I'm unsure what MIGHT have been bolted there, if even used on your carb.

Does it run poorly now? I mean seriously, it doesn't matter what people say, if you can make it run good. Usually helps to have it hooked up as it was originally, however removing EGR, changing other stuff on the motor all affects how well the carb works, regardless of what some might believe or say. You only need to look at the thousands of combinations of primary rods/jets and secondary rods/hangars to know that it isn't a "one size fits all" deal.
 
I got everything hooked up and the only issue is the idle, I have the idle screw all the way in and the idle is still to low and sometimes dies. I have tried adjusting the mixture screws but there is no real noticeable difference. Any suggestions.
