Question how can primer turned out on toolbox's?

I used some etching primer on some tool box's and the primer has like a powdery film on it. It wipes off but don't seem right what happen?
 
what kind of etching primer was it?

was it like dry, overspray? like the can's tip was screwing up?
 
Its rustoleum and yeah its dry powder hard to explain tip was fine.
 
if it just appears to be "dry spray", it's more than likely from while you where spraying adjacent areas...

just get yourself some course scuffpads and scuff the sh*t out of it.. or some 220ish grit.. need to anyway for the topcoat.

I wiped it down with a rag, and it feels a lot smoother. Do I need to apply any primer filler or sealer or will the etching primer be fine for the herculiner or line x not sure what route to go yet.
 
What does the product recommend for a finish before application?
