Question on painting prep

Ok I just purchased a cowl hood for my k5 and it has the black primer on it. Can that just be scuffed and painted or do i have to prime first ?

I have a tailgate off another k5 i want to paint as well all the old paint is in good shape and is dark blue i will be painting it black. Do i need to sand all the way down prime paint or can i scuff prime paint or can i get away with scuff and paint.

The quality i am after is just so everything matchs till later this year when i redo the whole thing another color. Thanks in advance.
 
If the cowl is fiberglass then it is most likely a gel coat. In that case I would sand, prime then paint. If its metal and has primer just makes sure you sand and use a topcoat that will work over that primer what ever is may be.

For the tail gate, the old chevy paint likes to sometimes get spider web cracks. If you see any make sure you sounds them all out and possibly down to the original primer. If the paint is good just sand it all smooth, prime, wet sand and topcoat.
 
That is called e-coat primer. You must scuff it, and it is recommended you put primer over the scuffed coating. From there, block sand to get it nice and straight, if you are looking for a more professional look.

I could probably get you some pics of what happens when you fail to scuff and prime that stuff, I will just take a couple of shots of the front fenders that are peeling because the PO didn't do it. It has only been about 2 years since it was painted.
 
Most every aftermarket sheetmetal panel is coated with it. It is a low cost primer that seals the steel to prevent rust before it is sold.
 
Pics are always good. The hood is metal not fiberglass. I was able to get it scuffed yesterday and maybe painted today.
