My 1990 k5 rear window is electric and i was wondering are they supposed to go down all the way because my sticks up about a inch or a inch and half ......and i see that being a bad thing

I'm pretty sure they are supposed to go all the way down.
My manual window did that. The felt that lines the tracks was bunched up at the bottom of the track. It kept the window from fully dropping.
Check the rollers on the tracks. They probly need to be replaced.
