different blends depending on manufacturer... ceramics, fiberglass, etc....
i wouldn't doubt soaking it in water would help apply... softens it, help it conform, stick to itself, etc.... i'd be hesitant to call it a tape, tapes have an adhesive....
i'd only consider it if i lived in perfect weather conditions, maybe Arizona or something....
