I am getting my timing set, are you supposed to tighten down that bracket that holds the distributor down so much that the distributor does not move freely by hand? Or just enough that it does not move up and down? I know the vacuum advance needs to be able to move the distributor with the rpms, i am just not sure on this one.

Tighten it down so that it will not be able to twist. The vacuum advance does not move the distribuor. It advances the timing internally.
