Suspension travel is a big problem, most racks are fixed (IFS). So you're talking about driveshaft type travel out of a steering shaft.

Plus power probably isn't good. I've seen it before but it's probably rare for a reason.

I bet you it is real
I have designed one like that and like you said the steering shaft has to telescope which most early one do.
And from the looks of this RACING truck the suspension is too stiff to be a problem, and the rack and pinion is good for racing.
But I could be wrong and the seller doesn't know shit

Running a rack down on an axle is real common in the mud racing world. Not much suspension movement is needed and it typically weighs less. The fast trucks skim across the pit and the rack gives better control.

Exactly, it is very common for the upper classes of mud racing.

A lot of times it’s not mounted to the axle it mounted on a rigid frame in front of the axle with heims on the tire rods with high misalignment spacers to compensate for the 3-4” of suspension travel they have.
