working on mounting my 2" bore ram assist cylinder on my D60 w/ high steer. is it a 'safe' idea to mount it to the left spring plate? the plate is made from 3/4" plate so i know it is strong enough, im just not sure about the added load on the u-bolts and such. any thoughts?

I wouldn't.
I had high steer and I got rid of it because that was the only option I had. There is too many other steering components to make it work off of a tower. I run the ORD crossmember and still did not want to take the chance of the ram coming in contact with anything.

This is how I will be mounting mine, except mine will be behind the axle.

No idea and just some stock size ubolts I had made local :D

I made a plate that mounts to the pass. side U bolts to mount my ram. But I also made a bracket that ties in to it that uses the dif. cover bolts to locate it laterally. I haven't had any problems in nearly 12,000 miles.

not sure of the max force, its a 2" bore, not sure the presure the pump puts out. i have 5/8" u-bolts. was thinking i could mount it to the left plate and weld some braces from the axle up beside the spring plate, but not welded to the plate so it can still be removed.

I dont think you would need a brace.I wheel hard and my plate does not move.I check my ubolts often and I have yet to find them other than what I torque them at.
