1) 2, or 3 coats of primer.
2)

2 coats minimum, I always do 3....
3)Use a cheapo HVLP spraygun from Harbor Freight... The purple one is really good.
Rattle cans pretty much force streaking, unless you use Fat Caps, such as graffiti tips.
If you had a Rust 'Red Dot' cap, you'd have a soft, 12" spray pattern, w/ ridiculous coverage.
But, you probably have better access to a compressor and HVLP.
Don't forget the moisture trap.
Or, you could deal with streaks.
In essence, the design of spray paint is shooting the middle-ground.
They formulate the paint so that it can cover a decent area, and still stay wet enough to bond properly;
While compromising a greater area, for faster dry time.
Most consumers want 'fast', so the paint cures faster than is conducive for large areas.
Which is where you get those gawdawful streaks.
Do yourself a favor, and dilute it to your liking.
