I am guessing that this is for your 98 DD? Here are the steps:
1. Open filler tank door.
2. Disconnect Neg Batt Cable.
3. there is a bleed off valve located on the fuel line near the TBI, connect a fuel pressue gauge w/ a bleed off valve with a tube running to a jerry can to catch the fuel.
4. Bleed the system untill empty.

sorry, i ment the SCFI(been working on my 95 w/ the TBI set up lately). locate the hard fuel line and you will see a valve with a cap like one found on a tire. That is the one you will be working with. Without the gauge, there is no safe way to do it....but i picked one up from autozone for around $30 and they may have a loaner.
I worked on my fuel filter last night and to depressurise it I turned the key on then quickly off to reverse the pumps flow. repeated this several times, turning the key on just long enough to activate the pump, then off again to decrease the pressure. Had no problems with it.
