To solve this problem I took the cap back off and removed the 3 bolts. Next place the cap about 1/2 of the way forward of the pumpwith the base of the cap still sitting on the mounting surface. with the throttle shaft in the idle position, slide the cap back into place. Insert the three screws and happy motoring.

As stated, I took the top cap off the IP trying to see if I could fix the leak at the throttle shaft. I decided ti was more work than I wanted to do and replaced the cap. Now the throttle does not spring back to idle. I reatached the throttle cable and spring and it still does not return. If I do it by hand, there is a catch at about 1/3 of the way from idle.
Please do not tell me to go get a new IP. I am suposed to be drinving this to CAlifornia on Weds.
