Previous owner painted the truck with spraypaint. Comes off hella easy in some areas, not at all in others. Also, how can I remove it from the embelems?

Airplane stripper. Get it at Wal-mart. Don't get it on anything except for teh metal that you want to strip. Wear good gloves and eye protection at a minimum.

What if I want to keep the old paint?
start sanding
Try either non-clorinated brake clean or spray carb clean. If you're careful that should remove the spray paint and not destroy the original paint.
