removing lite surface rust off engine block

So cleaned all paint off finally off wife's engine for her 67 C10 then like a dummy washed it off with water and air dried but ran out of time and few things came up. So with it sitting in garage for last week and a half it got some lite surface rust on block and need to clean it off and paint.

So would steel wool 00 be ok with some wd-40 or pb blaster work? Then brake clean shit out if then do a prep clean and tack cloth then paint?
 
I have heard that vinegar works. Maybe wire brush in a drill???
 
Naval Jelly or Phosphoric Acid works too...some auto paint stores sell a product like Rust-Mort that contains that--it will turn any rust that it doesn't wash off into a black coating that wont re-rust..

Anything cast iron needs to be dried off immediately with compressed air and painted right away if you dont want it to flash rust..
