Removing steering arm studs

Finally got the steering arm off, but am having trouble getting the studs to come loose. I've tried putting on two nuts, and tightening the top one down to the bottom one really tight, then loosenging the bottom nut. After a lot of force, the two nuts start to turn together, but the stud doesn't.

I'm tempted to just used a pliers/pipe wrench on the smooth part (studs are for a steering block, so there's a few inches of the non-threaded portion), but don't want to screw the studs up as I'm giving them to the guy who's getting my lift.

Any tools/ideas? I rented some stud removers from auto zone, but they only went up to 3/8".
 
I used a torch and heated mine up. But I bought new ones to replace the old ones.
 
i'm replacing these as well, but would rather not screw them up. i didn't think they'd be this hard to remove. they've only been in the knuckle a few years, and they're covered in anti-seize.
