Rubber Coating on floor?

Ive been working on the floor of my 85 k5 and there is some kind of rubber across the floor and hump. Is this normal in that year model or something added? How the heck do i get it up? Ive tried stripping with a wire brush and an auto paint stripper. Any ideas how to get this crap up?
 
Is this the "panels" in the foot area up front?

That stuff appears to be glued in place. If you pull on it it seems to come up. I should have left mine alone, I thought it was going to come right off, and so now it looks worse than before. Seems to be very tough, not worn through anywhere I haven't monkeyed with it.
 
exactly, it has bubbled in a few places and there is some rust under those, but what i have pulled up around the edges seems fine. Im thinking of leaving in down but im not sure the herc will bond to it properly
 
Paint seems to adhere to it fine (since GM painted it) but no idea if Herc would adhere. Can you try a small spot?

Conversely, if you've got rust underneath, I'd say you probably need to pull it up. :( Wonder if a heat gun on low, a good distance away, would loosen it up?
 
If you can do a search, do a search for my thread on my LINE Xing of the interior of my Blazer. That black rubber needs to come up.You have to pull it up and scrap it up and get as much insulation out of there as possible. Once I did that, I had to use a wire wheel and a paint stripper , when that didnt work, I heated it up with propane torch and a scraper. You need bare metal or good painted metal for the Herc or LIne X to adhere to.
