I am pretty stumped here. I have no running lamps. (I also lost the ipack lamps too but not 100% sure it is related.) I tried the easy thing and replaced the head lamp switch but no luck. looking at the wiring I can jumper the power to the fuse box at the grey wire(has no power coming from the fuse box and the 5amp fuse is good but has no power) when I jumper it the lamp warning sounder stays on and will not shut off with the key or anything so I am completely bypassing it. I also traced down the sounder and suspect there is an issue with the feed to the sounder box or something with the sounder box itself also there is no power at the orange wires @ the head lamp switch if.

HELP

I am about to just hard wire them to a switch but dont want to.

I'm not at all familiar with these circuits, if your fuse panel has two of the metal circuit breakers on it (look like the plastic blade fuses, just bigger and metal lol) I'd try swapping one for the other.

The orange wires, IIRC, are for the dome lamps, and should have power at all times. When you say no running lamps, are we talking just the park lamps, side lamps, and such or the dash lights? Try removing the sounder box, since it isn't required, but it shouldn't cause the loss of lights. I need a bit more information to help you track this down.

Re-reading this, are you talking parking lights, side markers, both, dome lights, or something else?

Seems odd that that alarm buzzer would be tied into any of those, instead of the actual headlight feed.

the sounder is in case you leave the lamps on as a reminder when you remove the key from the ignition. I have dome lamp but it is not connected to the doors(never worked that way) the 2 orange wires have no power to them at the head lamp switch. I have no ipack lights or running lamps but all the turn signals, head lamps and brake lamps are working. I jumped power to the cuircut (bottom left on the fuse pannel there is a 5amp fuse and a green connector with 2 grey wires running out one of which goes to the sounder "this is the dead circut") and the sounder comes on and the lights also come on.

Ok now I understand, it sounds like there is a broken wire between the headlight switch and the fuse panel, and that is not turning on the lights.

The orange should be powered, since the dome light system works by switching ground not power. But these should not be affecting the other lights that you are having issues with.

I have been playing with it for 3 days with the crappy diagram in the chilton guide. I do thing I am narrowing it down. The chilton diagram is missing the sounder, junction at the column part of the fuse box(the part I am working on) and the proper coloring for some of the wires. it is really bad but at least it led me to a start. I am thinking it might be in the power suply from the ignition to the sounder/fuse section of the fuse box.

GM wiring diagram links have been posted up a couple of times, I'd expect up to '91 should be the same for your case.
