Rust reformer--any ideas

The inside of my quarter panels have a very nice coating of surface rust and winter is coming fast.I was thinking of spraying on something like
rustoleum rust reformer and follow up with rubberized under coating.
Anyone have any input on using this stuff,good or bad I would like to hear about.Or any other ideas on some thing quick and easy.
