Rust repair question

My one-owner '89 K5 needs basically everything in the way of sheetmetal at this point. I've started by replacing the inner and outer fenders. She still needs rockers, a tailgate, quarters, (still not very bad, but the bubbles are starting), and floors basically from behind the front seats back. I did have to do an emergency replacement of the back portion of the bed so that the tailgate wouldn't fall off its rotted hinges and kill someone. My question is, would it be best to do the floors or the body first? I'm guessing I should start with the floors (and undercoat 'em while I'm at it). The frame is solid. Thanks.
 
When a body gets that bad, you have think if its worth fixing the body, or just buying another cheap body and swapping them. you'd have to be the judge of that I guess.
