Could you get this out to lists in your state and/or ask your U.S. Senators
to co-sponsor -- this Bill will enhance the ability of states, counties and
local government to participate during "significant" federal actions
occuring in each of your areas. This Bill is a step forward in getting your
message across through local government involvement during Environmental
Impact Statements (EIS) in the intial phase - usually before or at the time
of publishing in the Federal Register a Notice of Intent (NOI) by federal
agencies and prior to the publishing of a Draft EIS.

and see if your Senators are on the list - if they are not on the list -
write, call or email and request they co-sponsor. If they are on the list,
write and thank them. Should they have reservations about co-sponsoring,
please get a written response as to their concerns and contact me.

NEPA (National Environmental Policy Act - '69 as amended) affects everyone
in every state -- as your local elected officials and various offices become
more familiar with how the process was intended to work, part of the top
down strategies faced by all of us become more manageable at the local level
by those most affected by rules or actions.

To amend the National Environmental Policy Act of 1969 to require that
Federal agencies consult with State agencies and county and local
governments on environmental impact statements.

A BILL
To amend the National Environmental Policy Act of 1969 to require that
Federal agencies consult with State agencies and county and local
governments on environmental impact statements.


Be it enacted by the Senate and House of Representatives of the United
States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the `State and Local Government Participation
Act of 2001'.

SEC. 2. CONSULTATION WITH STATE AGENCIES AND COUNTY AND LOCAL GOVERNMENTS ON
ENVIRONMENTAL IMPACT STATEMENTS.

Section 102(2)(C) of the National Environmental Policy Act of 1969 (42
U.S.C. 4332(2)(C)) is amended in the first sentence after clause (v) by
striking `any Federal agency which has' and by inserting in lieu thereof
`each Federal agency, State agency, county government, and local government
that has'.
