It would probably be more beneficial for you to get a good 110 unit to learn on and for the thickness of metal you'll be melting.
That 110v welder can go anywhere there is a standard outlet.....the 220v doesn't exist in everybody's garage.
If you decide to go the 220v route, Lincoln Pro Mig 180 shipped is about $500. But you will also need the 220v outlet parts and wire....and it can add up in a hurry.
You will also need a helmet. And depending on what you want to spend....could be anywhere from $20 for a cheapie up to $250 for an auto-darkening helmet. So somewhere in between to learn with.
I'm still learning with the setup I bought (Pro Mig 180). Find some scrap steel, and practice, practice, practice. I'm making a 2' x 4' steel table for my practice....really can't screw it up
