secondaries on a quadrajet

I took the air cleaner off and went around the block. It sounded like a tornado sucking in air. I couldn't find anything to tie the secondaries off.
I think the noise is just the normal sound of air being sucked into the engine, the air cleaners are just effective at keeping it quiet inside the cab.
Thats what I figured. Can anyone else shed some light on this?
Paul, could you further explain exactly what adjustments you mentioned?
