Shift Problem?

I have a K5 with a 700r4 tranny. It sat for about 9 months because of a bad rear end but I started it periodically to keep all the fluids circulated. I got the rear end in and now when I drive it switches through all the gears but
2-3 revs and then shifts. What could be causing this? I also went from 31's-33's could that do anything? Thanks for any help, it is greatly appreciated.

Is it just the 2-3 shift, but not 1-2 or 3-4? Just making sure.

Yeah, that is the only shift with a problem. Could it be the tv cable? I think it's properly adjusted. Should I change the fluid since it's been sitting for so long?

Could be the governor valve stuck. Could be something stuck in the valve body (accumulator valve, 2-3 valve train, TV valve, etc.). When you'd start it up to keep things lubed, did you move the shifter through all positions, or just run it in park?
