is it okay to shift from 2h to 4h then N then 4l while the engine is off because the shifter is stuck at the N and 4l

It won’t hurt anything but usually you need to be moving at 1/2 mph so the gears can mesh.
Another way of thinking about it is that the gears need to line up/not be under tension
Sometimes I bump it forward with the clutch and try again, or even back up and then push in the clutch and try.
If you are still fighting with it, you probably should investigate the shifter
