shocks

I am installing dual shocks, but rough country did not send me enough rubber bushings and I need to drive my truck. I have the bushings in the long shocks and put them into the bracket on the axle tube. Will the shocks be alright until I get the bushings or do I need to put the short shocks on? When doing the dual shocks does the short one go in the bracket and the longer ones to the inside or outside?
