Happens a lot in the area I work in. they call the whole area the book cliffs because they look like book pages. They are also pretty fragile. sand stone can be harder than cement or as brittle as sheet rock.
This trail is right below the Teton Dam, which broke in the late 70s. The whole cliff face was carved out from the flood. The whole cliff wall I would imagine is a little unstable. I really doubt this is regular occurrence at least I hope not because the trail is right at the bottom of the cliff and if a slide happened above you there would be no way out.
The line the black blazer is on doesn't look to hard. Look at this picture of my blazer (orange) going up the hill to be a winch anchor, he turned to the drivers side about exactly where I am, the picture is being taken from the large rock on the other side of the canyon wall.
