Sorry for the idiot questions but what is the diaphram on the firewall

There is a diaphram next to the master cylinder that is supposed to be connected to the throttle body by linkage. It compresses when you hit the little pedal and decompresses when you let off. Is this important? The linkage was removed by the same idiot that removed the vehicle emmisions sticker on the fan shroud and I possibly need a new one of thees because he also broke the possible linkage point to this part. Need help bad!!!!!

its for your cruise control. i disconnected mine also, no biggie

that is for the cruise controal, it controals the throttle postion when you are using cruise
