I do not want to replace my entire rear bumper and want to put my spare outside, is there anyone that makes a spare tire carrier that either attaches to the hitch or the frame that does not rattle around all the time? Any info would be greatly appreciated.
Check out mine. I still have the original bumper, and after a strong metal plate under the sheetmetal, there have been no problems at all after more than 10 years (sheetmetal bent the first years). You could take that design and have a shop build it for you.
