my speedometer is 10 mph over actual speed and the needle fluctuates from 1-3 mph. will this make my cruise control surge?, or do i have a cruise problem?

It needs a bigger motor.
what's in it now?
doen't matter it NEEDS A BIGGER MOTOR

i know mine runs off engine vacuum, and i think the tbi does too, so no it shouldnt matter

When the cruise went electric, (early to mid 80's on trucks IIRC) I'm 99% sure that VSS was integrated, so yes, cruise is affected by a bouncy speedo. (cable) Vacuum was still used however, but just to hold the throttle position.

Why insist on counting when the ring gear has the tooth counts stamped in?

Yes, the bouncing needle will. The speedo error will not.

Yes it will. The cruise on My 89 surged real bad espically on a cold morning I had about a 5 mph fluctuation. I took out the spedo cable, cleaned and lubed it up good. That stopped the bouncing spedo needle and the surging also stopped. Cruise works great now.
