The speedometer needle isn’t a direct drive from the cable. There is magnetic action going on in there. If your different rotating pieces that aren’t supposed to touch are worn and now touching. That could be your issue. Here is a video about testing speedometers and how they all seem to operate just a little bit different after 40 plus years of abuse:

They aren't all cable driven.

DOH! I always for get about those electronic ones since all of mine are cable drive. Thanks for pointing that out.
