I drove on a gravel road today and picked up a few souveniers in between the lugs of the Swampers. I got back on pavement and threw a few at low speeds. I heard at least one still there when I went to get on the highway. Now, my question is if I get on the highway and one of those suckers flies out of the tire at mach 3 and hits a car, am I liable for damage or is it considered a road hazard? (No, it didn't happen.........this time

In CA your required to have mud flaps that cover at least 3/4's of you tire height and any amount of width that sticks out beyond the body. If you got tagged for throwing rocks and you dont have mud flaps its your fault and your insurance. If you do have flaps it considered road debries.

I would get mud flaps if your tires stick out anyway. Somehow, rocks hitting the side of my truck isn't that exiting to me.
