what am i missing thanks

What truck? You will never get a totally solid pedal on teh IFS trucks without a scan tool. Wish i knew this when i had my truck. W/o the scan tool, you can't properly cycle the ABS system through the bleeding modes.

Assume that is true on the 94. I was referencing a 94....

Not sure how good of a scan tool you will need, as i've never done it before. But pretty sure your standard "home use" one won't do it.

he no longer has that scanner. was from his old job .. hes cheap scanner does not have a abs bleed for that truck? not sure what to do

Get it bled. Really. Not going to be more than $100 total. Just make SURE they are going to use a scanner on it to bleed it properly, most shops do not.
