What's the best way to remove the perches on my 14bff without a torch?

Sawzall, then an angle grinder to clean up the remainder.

Or just a grinder and a big hammer.

That's what I was thinking.

i used a grinder with a cut off wheel in it that worked pretty good, i never tried a sawzall because the mounts were like 1/4'' plate and i just figured i burn threw abunch of blades.

if you dont already have new spring mounts i recommend diy4x spring mounts. i got mine and there just plain tuff looking, nothing but the best coming out of kerts shop.
