Starter binding

I just changed the flexplate on my 83 burb with a 350/700r4/208 combo. The starter had two 1/8" (I'm guessing) shims. Before I changed everything the truck started just fine. With the new flexplate and both shims the starter will turn the motor over once, maybe twice before the solenoid starts clicking. Take both shims out, just solenoid clicks. Sounds like the starter is binding hard. How many shims will it take to get this thing lined up? What is the extreme limit for number of shims that can be used, if it comes to that? Every 350 I've ever had never took shims. Thanks!

Starter is good. The truck would start up fine with the old flex plate. Started it at least a dozen times last week before changing the flex plate this weekend.

Both flex plates are identical, except the new one doesn't have cracks all over it. They are both the dual pattern bolt circle with the same number of teeth.
