Can I bypass this inline white resistor going to starter? It is about to fall off, how can I fix it?marked with # 16 on it

That is not a resister. Is just a plastic splice.
Those are your fuse links. They provide 12v battery power to your fuse box ign switch, alt, horn, and head lamps.
The wire part between the starter lug and the white plastic is the fuse. If they don't look melted or stretch they are probably okay
 
Wes the wire on the one is about to fall off, what do you recommend for a fix? It’s about to break off right at the fuse

Can I cut it out and splice it there without the plastic piece?
 
Yes you can that's about the only way to replace. I recommend an un-insulated butt connector and heat shrink.
