Starter???

My plow truck acts dead. Battery reads 12.8 volts, Turn key on, the truck gage reads 4, and will not turn over. Could this be the starter? Any ideas? Thanks

First start by checking all terminals to make sure they are CLEAN and TIGHT. Then i would check to see that you're getting 12 volts to the "S" terminal while someone attempts to crank it. It is common for the inside factory volt meter to read very low when cranking.
