starting problems

I have a 85 Blazer with a late 60's-70's 350. I was told the motor had been rebuilt with a bigger cam and has a set of 327 fuelie heads on it. The motor has not been started in over a year. I drained the tank and put fresh gas in it. I also checked the top dead center and seems to be close and wants to start but will not turn over.Any suggestions?
 
spark then check timing again thatll be your best bet rotor should be pointing to the number 1 cylinder on the driver side of the block when you are on TDC of Compression also your timing mark on the balancer should be zero'd on the timing cover as well
 
I am getting spark and fuel. I am wondering if my starter is working.The motor turns but I don't hear the starter trying to crank the motor over.I plan to check that out.
